Your Committee on Finance, to which was referred Resolution No. 267-00, reports as follows:
Resolution No. 267-00, transmitted by Council Member Julie Jacobson, via Communication
No. 803, dated June 7, 2000, relates to fair and equitable elections.
The intent of this measure is to make absentee voting in Hawaii equitable at the five absentee
polling places: Hawaii County Building, Keauhou Shopping Center, Waimea Community
Center, Pahala Community Center, and the Hawaii Community Federal Credit Union.
According to this measure, the five absentee polling places would be open, during the ten-day
absentee walk-in period for identical hours and days.
The measure also seeks to prohibit officers of candidates' campaigns from being selected as
Chair of the Election Observer Team; requires that precinct workers be evenly distributed at
polling places in the event of budget cuts; and directs the active recruitment of volunteer precinct
workers.
Your Committee, during its discussion of Resolution No. 267-00, amended the measure as
follows:
1) Amended the title of the resolution to read "A Resolution Concerning The
Administration Of County Elections."
2) Deleted in its entirety the fifth Whereas clause.
3) Deleted "or members of the Charter Commission" in the NOW, THEREFORE, BE IT
RESOLVED clause.
4) Changed the first resolved clause to read "...absentee walk-in period the [polls will
be open identical hours and days] total number of hours of operation will be
comparable at all five of the absentee walk-in polls;"
5) Deleted in its entirety the third resolved clause.
FC REPORT NO. 280
As a result of the amendment, Your Committee learned that its effect would reduce the hours for
the Hawaii Cotmty Building from 8 a.m. to 4 p.m. to 9 a.m. to 3 p.m. on weekdays and on
Saturday from 8 a.m. to 4 p.m. to 8 a.m. to noon. The Keauhou Shopping Center, Waimea
Community Center, Pahala Community Center, and the Hawaii Community Federal Credit
Union absentee walk-in polls need to close by 3 p.m. to secure ballot box in the banks' vault to
be in accordance with rules promulgated by the chief election officer.
Your Committee also learned that, pursuant to Section 15-7 of the Hawaii Revised Statutes,
absentee polling places shall be established at the office of the respective clerks, and may be
established at such other sites as may be designated by the clerk under the provision prescribed
in the rules adopted by the chief election officer. The County of Hawaii has a total of five
absentee polling stations, more than all other counties.
A motion to approve was made and seconded, followed by a vote by the nine members in
attendance. The final vote, as reflected below, prompted the Committee Chair to forward this
measure to full Council with a negative recommendation.
Your Committee on Finance forwards Resolution No. 267-00, as amended to Draft 2, to the
Council with a negative recommendation.
