Your Committee on Finance, to which was referred Bill No. 269, reports as follows:
Bill No. 269, transmitted by Chief Engineer Robert Yanabu, via Communication No. 796 dated
May 3, 2000, amends Chapter 21 of the Hawaii County Code 1983 (1995 Edition), relating to
wastewater service charge rates.
Bill No. 49 proposes revised sewer rates for the County by repealing in its entirety, Chapter 21,
Article 4, Section 21-36.1 of the Hawaii County Code and adding a new Section 21-36.1. The
proposed rate increase will be effective as follows:

Since FY 99-00, the Wastewater Division has been required to fund all operating costs including
operation, maintenance, replacement and administration expenses exclusively through user fees.
The current user fees are based on the assumption that the administration portion of the operating
budget would be funded through the General Fund. The proposed increase, if effectuated, is
anticipated to generate an additional $438,499 for FY 2000-01.
Some members of Your Committee felt that a rate increase would increase the already large
number of delinquent accounts.
FC REPORT NO. 281
Some members of Your Committee suggested that nonresidential user fees be increased before
residential user fees since businesses could pass on the cost. Residential users do not have that
option.
A motion to approve was made and seconded, followed by a vote by the eight members in
attendance. The final vote, as reflected below, prompted the Committee Chair to forward this
measure to full Council with a negative recommendation.

At its meeting of August 9, 2000, the County Council amended Finance
Committee Report 281 by inserting a third paragraph on page two, betvt~een the second
and third paragraph, to read:
For informational purposes, Mr. Tyler voted "kanalua" once, and then cast a "no"
vote.
