So <br />TESTIMONY IN COMMENT to Res. 32-11: AUTHORIZES THE <br />ACCEPTANCE OF A MONETARY DONATION OF $500 TO THE <br />HAWAI' I COUNTY POLICE DEPARTMENT FOR THE PURCHASE OF <br />MATERIALS TO EDUCATE THE PUBLIC AGAINST <br />METHAMPHETAMINE DRUGS, as identified on the Agenda of the <br />County Council, County of Hawaii for the Wednesday, March 2, 2041 <br />meeting. 18 U.S.C. §4. Misprision of felony to violations of 18 U.S.C. §3 <br />Accessory after the fact to violations of the Federal RICO Act, 18 U.S.C. <br />§ 1961. "racketeering activity ", Extortion, Dealing in a controlled substance, <br />18 U.S.C. § 1512 Tampering with a witness, victim, or an informant, 18 <br />U.S.C. § 1513 Retaliating against a witness, victim, or an informant. <br />Aloha Council Members, <br />The attached nineteen, (19), pages of documentation identifies an INDIRECT <br />CONFESSION by Hawaii County Police, Sworn Officials of the County of Hawaii, et. <br />al., via the Legal Doctrine of Assenting- Silence to knowing and knowingly violations of <br />United States Code Title 18, Section 3, Accessory after the fact to acts and actions of the <br />Hawaii County Police Department's involvement in "racketeering activity ", Extortion; <br />Dealing in a controlled substance; Threatening a witness and victim, or an informant; and <br />Retaliating against a witness, victim, or an informant against a person reporting to Police <br />Officers of the County of Hawaii, as required by 18 U.S.C. §4 Misprision of felony, <br />where such reports contained verifying photographic evidence of organized drug <br />operations in the Puna District of the Island of Hawaii. Where Police Officers, with the <br />timely and personal knowledge of Hawaii County Police Chief Harry Kubojiri, did assist <br />persons dealing in a controlled substance by hindering or preventing their apprehension, <br />trial or punishment as an accessory after the fact, and as Principals for aiding and abetting <br />by providing Police protection to organized drug operations on the Island of Hawaii. <br />Therefore the donated funds by the Hawaii Police Athletic Foundation for the <br />purchase of materials such as brochures and pamphlets for a Hawaii County Police <br />Department specified public education project would seem disingenuous on the part of <br />the Hawaii County Police Department due to the attached information. <br />i!
