No. 270-00 <br /> <br /> PLACE: Council Chambers <br /> <br /> TIME: 10:45 A.M. <br /> Council Chair and Members <br /> Hawaii County Council <br /> Hilo, Hawaii 96720 <br /> Your Committee on Finance, to which was referred Resolution No. 270-00, reports as follows: <br /> Resolution No. 270-00, transmitted by Council Member J. Curtis Tyler, III, via Communication <br /> No. 807, dated June 5, 2000, relates to acouncil-initiated improvement district to construct a <br /> County-standard water distribution system for the Kona Coastview and Kona Wonderview <br /> subdivisions in North Kona. <br /> The purpose of this measure is to direct the Deparhnent of Water Supply Manager to prepare and <br /> submit to the Council an update of a report titled "Water System Installation Cost Estimate for <br /> Improvement District -Kona Coastview and Kona Wonderview Subdivisions (May 1996)". <br /> The private water system serving these subdivisions has been deteriorating steadily since the <br /> Council adopted Resolution No. 352-96 in September 1996. At that time, objections expressed <br /> by some residents to the cost of the proposed Improvement District project brought the <br /> improvement district process to a halt. Since that time, however, several developments point to <br /> the need and opportunity to vigorously resume efforts to improve the water distribution serving <br /> the owners and residents of these subdivisions. An emerging community consensus, coupled <br /> with the documented opportunity for assistance from the USDA's Rural Utilities Water and <br /> Waste Disposal Loan and Grant Program, offers hope that this long overdue initiative may <br /> succeed.
