A RESOLUTION SUPPORTING MAYOR WILLIAM P. KENOI IN HIS EFFORTS TO
OBTAIN DISASTER RELIEF FUNDING FROM STATE AND FEDERAL SOURCES
TO ASSIST THE COUNTY OF HAWAII IN ITS RECOVERY FROM THE MARCH 11,
2011, TSUNAMI.
WHEREAS, an earthquake measuring 8.8 magnitude on the Richter scale occurred at
approximately 7:46 p.m. Hawaii Standard Time on March 10, 2011, with an epicenter located
near the east coast of Honshu, generating a tsunami or tidal wave that struck the State of Hawaii
at approximately 3:07 a.m. on March 11, 2011; and
WHEREAS, the County of Hawaii has sustained severe damage to public and private
property with additional heavy loss to the business economy, as well as future losses to the
tourism industry; and
WHEREAS, on March 10, 2011, pursuant to Section 5 -1.5, Hawaii County Charter,
Managing Director William Takaba, acting as Mayor of the County of Hawaii, proclaimed and
declared a state of emergency for the County of Hawaii; and
WHEREAS, by Supplementary Proclamation dated March 13, 2011, Governor Neil
Abercrombie, proclaimed disaster areas for the purpose of authorizing expenditure of state
monies as appropriated for speedy and efficient relief of damages, losses and suffering resulting
from the disaster; now, therefore,
BE IT RESOLVED BY THE COUNCIL OF THE COUNTY OF HAWAII, that it
supports the efforts of Mayor William P. Kenoi in conveying a message of urgency to Governor
Neil Abercrombie with regards to tsunami damages sustained by the County of Hawaii.
BE IT FINALLY RESOLVED that the County Clerk shall transmit copies of this
resolution to the Honorable Mayor William P. Kenoi, the Honorable Governor Neil
Abercrombie, the Honorable Senator Josh Green, M.D., and members of the State Senate, the
Honorable Representative Robert N. Herkes, and members of the State House of
Representatives, the Honorable President Barack Obama, The White House, 1600 Pennsylvania
Avenue N.W., Washington, D.C. 20500, W. Craig Fugate, Administrator, Federal Emergency
Management Agency, U.S. Department of Homeland Security, 500 C Street S.W., Washington,
D.C. 20472, and Tom Vilsak, Secretary, U.S. Department of Agriculture, 1400 Independence
Avenue, S.W., Washington, D.C. 20250.
