Your Committee on Planning, to which was referred Comm. No. 116, reports as follows:
Communication No. 116, from Mayor Billy Kenoi, dated February 23, 2011, requests
confirmation of the appointment of Thomas Whittemore of the North Kona District to the
Hawai`i County Leeward Planning Commission. Mr. Whittemore is a life -long resident of
Hawai`i. He is a retired banker who worked for First Hawaiian Bank from 1971 to 1999, and
was a Trustee with the Parker Ranch Foundation Trust from 1999 to 2004.
Mr. Whittemore recently served as a member of the Hawai`i County Police Commission. He
states that he is not affiliated with any political party. If confirmed, he will serve a five -year
term to end on December 31, 2015. He is replacing Fredric G. Housel, whose term expired on
December 31, 2010.
Mr. Whittemore was not in attendance. Executive Assistant to the Mayor, Robert "Bobby"
Command, spoke on his behalf stating that Mr. Whittemore is a retired banker and past President
of Habitat for Humanity.
Councilperson Pilago thanked Mr. Command for the information he provided.
Councilperson Ford stated she will not be supporting this nominee because of her concerns of
having a more balanced selection of nominees for boards and commissions. She feels that more
time should be given to review nominations and implored the Mayor to do a better job in the
selection process.

Mr. Whittemore is required to be present at final confirmation before the full Council.
Your Committee on Planning is in accordance with the purpose and intent of Communication
No. 116 and forwards it to Council with a positive recommendation.
