No. 113 PLACE: Council Chambers West Hawai`i Civic Center TIME: 2:05 p.m. Council Chair and Members Hawai`i County Council Hilo, Hawai`i 96720 Your Committee on Finance, to which was referred Communication 113, reports as follows: Communication 113, transmitted by Mayor William P. Kenoi, dated February 17, 2011, nominates Ms. Gail Byrne to the County of Hawaii Public Access, Open Space and Natural Resources Preservation Commission. A 13 -year resident of Hawai`i, Ms. Byrne is currently self - employed as a planning consultant. Prior to that, she was director at the Hawai`i Wildfire Management Organization. She has been involved with a number of community service organizations, including Kohala Natural Healing Arts 501 Board, Malama Kohala Kahakai, and Kako`o. Ms. Byrne states she is not affiliated with any political party. If confirmed, she will serve a term to expire on December 31, 2015, replacing E. Kalani Flores, whose term expired on December 31, 2010. Your Committee was informed by Council Member Pete Hoffmann of Ms. Byrne's volunteerism and community involvement in preservation of lands for open space such as Pa`o`o and Kaiholena coastline properties in North Kohala. Ms. Byrne's experience and grassroots efforts towards preservation of natural resources and various projects extend across the island. Property Manager Ken Van Bergen appeared before Your Committee and highly recommended Ms. Byrne's appointment to the commission. Mr. Van Bergen also thanked Ms. Byrne for volunteering to help the Finance Department apply and receive funding toward the purchase of Kaiholena in December. Pursuant to Section 2 -215, Hawai`i County Code, there shall be a public access, open space, and natural resources preservation commission consisting of nine members, appointed by the mayor and confirmed by the County Council.
