Re: Operating Budget
Enclosed is a bill for an ordinance amending the Operating Budget by appropriating
$18,000 from the Liquor Control Fund Balance Reserve Account to the Department of
Liquor Control's Public Programs account. The Department of Liquor Control supports
activities and educational programs to prevent underage drinking. The transferred funds
will be used to support the efforts of the schools and graduation committees of high
schools by providing funding to help defray expenses and promote attendance at the
Project Grad event, which provides an evening of alcohol /drug free activities for graduation
seniors.
Since graduations are held in May, the Department of Liquor Control is requesting to waive
the Finance Committee review and to have this bill heard at the Council meeting scheduled
for April 6, 2011.

A. REQUEST:
The Department of Liquor Control would like to transfer $18,000 from our Liquor Control Fund Balance
Reserve Account to the account listed below:
010.251.5251.39 -115 - Public Programs $18,000.00
We request a waiver from the Finance committee meeting so that this may be heard at the April 6, 2011
Council meeting. Approval for funds is needed so that we may notify the schools for their graduation
planning purposes.
B. BACKGROUND AND JUSTIFICATION (USE ADDITIONAL SHEETS AS NEEDED):
The Department of Liquor Control supports activities and education to help prevent underage drinking.
Project Grad is an event sponsored by almost all high schools for their graduating seniors. It provides an
evening of alcohol /drug free activities for graduating seniors on one of the most vulnerable nights for
underage drinking. The Department of Liquor Control would like to support the efforts of the schools and
graduation committees in providing funding to help defray expenses and promote attendance at these
Project Grad night events.

RE: Bill No. 40 An Ordinance to Amend Ordinance No. 10 -59, as
Amended, the Operating Budget for the County of Hawaii for the Fiscal Year
ending June 30, 2011; appropriating $18,000 from the Liquor Control Fund
Balance Reserve Account to the Department of Liquor Control's Public Programs
account.
Pursuant to Section 2(g) of Rule 4 of the Rules of Procedure of the Council of the County of
Hawaii, this written request is submitted with my approval that the above - referenced matter be
waived from the Committee on Finance to the full Council for immediate action. In reviewing
this matter, timely approval is crucial. It is therefore advantageous that approval is granted and
the matter be placed onto the next Council agenda for review. However, in the event this request
is denied, for whatever reason, I understand the matter shall be referred to the Committee on
Finance for placement on its future agenda.
