KENOI, IN CONJUNCTION WITH THE MAYORS OF KAUAI, MAUI, AND THE CITY AND COUNTY OF HONOLULU AND THE GOVERNOR, TO NEGOTIATE AN AGREEMENT WITH THE VARIOUS EMPLOYEE BARGAINING UNITS THAT ALLOWS THE COUNTY OF HAWAII THE FLEXIBILITY TO CONTINUE THE CURRENT FURLOUGH PROGRAM IMPLEMENTED IN THE 2010 -2011 OPERATING BUDGET FOR THE FISCAL YEAR 2011 -2012. WHEREAS, Mayor William P. Kenoi joined other Mayors in the State of Hawaii in successfully negotiating an agreement with the various public employee bargaining units to include 24 furlough days in the fiscal year 2010 -11 operating budget for the County of Hawaii; and WHEREAS, this difficult step was taken in response to a $44 million shortfall in the County of Hawai`i's operating budget; and WHEREAS, the inclusion of the furloughs saved the County of Hawaii approximately $7,000,000 in salary and wage expenditures for fiscal year 2010 -2011; and WHEREAS, in the proposed fiscal year 2011 -2012 operating budget message submitted by Mayor Kenoi on March 1, 2011, it states in part that "...we now contend with a $38.8 million shortfall." ; and WHEREAS, the County of Hawai`i's financial picture has not improved at the same rate as the other three counties in the State of Hawaii resulting in the deferment of expenditures into fiscal year 2012 -2013 to achieve a balanced budget proposal; and WHEREAS, the State of Hawaii anticipates a $1.3 billion budget shortfall over the next two years based on the March 29, 2011, estimates from the Council on Revenues, which may result in reduced tax allotments from the State to the County creating the possibility of a significant reduction in revenue for fiscal year 2012 -2013; and WHEREAS, due to ongoing collective bargaining discussion, furloughs were not included in the proposed budget for fiscal year 2011 -2012, which resulted in an increase of an estimated $7,000,000 in salary and wage expenditures; and WHEREAS, the State and its Counties are currently in negotiations with the various bargaining units and can during the course of those negotiations obtain an agreement to continue the County employee furloughs for the County of Hawaii for the upcoming fiscal year; and WHEREAS, continued furloughs would save the County approximately $7,000,000, which could be utilized to reduce the unprecedented $20 million plus in deferment of expenses slated for the fiscal year 2012 -2013 operating budget; and WHEREAS, due to the collective bargaining format, only the four County Mayors and Governor have the ability to meet with the various union leadership and negotiate the continued inclusion of furloughs; now, therefore, BE IT RESOLVED BY THE COUNCIL OF THE COUNTY OF HAWAII, that Mayor William P. Kenoi, in conjunction with the Mayors of Kaua`i, Maui, and the City and County of Honolulu and the Governor, is strongly urged to negotiate a master agreement that allows the County of Hawai`i the flexibility for the continuation of furloughs for fiscal year 2011 -2012 by supplemental agreement pursuant to Hawai`i Revised Statues, Section 89 -6(e). BE IT FURTHER RESOLVED, that should the Mayors and Governor negotiate a furlough or across the board pay reduction that will result in savings greater than those realized by the furlough implemented in Hawai`i County in the fiscal year 2010 -2011, the Hawai`i County Council would follow and support said agreement. BE IT FINALLY RESOLVED, that the County Clerk shall forward copies of this resolution to the Honorable Governor Neil Abercrombie, the Honorable Mayor William P. Kenoi, the Honorable Mayor Peter Carlisle, the Honorable Mayor Bernard Carvalho, the Honorable Mayor Alan Arakawa, and the Department of Human Resources.
