Aloha Kakou,
I am submitting this as written testimony for the proposed water
improvement district at Pu'ukala, North Kona. I have been a resident and
home owner at Pu'ukala for the past twenty years. In the early days, in
times of drought I would pay to have —5,000 gallons of water trucked in for
roughly $300. For the past six years during times of drought (which have
been many), I have been blessed by the good will of neighbors who managed
to secure one of the limited number of water meters allowed by the
Department of Water.
As grateful as I am for the availability of water from neighbors, I am
greatly concerned by the mishmash of 'spaghetti' lines running through the
subdivision. I have already noticed one leaking up through the pavement.
This leak undermines the stability of the road besides wasting a precious
resource.
The increase in the frequency of periods of drought concerns me not
only with regard to the sustainability of a water catchment system, but also
because of the increased probability of wild land fires. Pu'ukala is
surrounded by scrub and remnants of native dryland forest on three sides.
Should a large fire break -out, the residents' homes and lives could be
seriously threatened.
I urge you all to please support our request for the water
improvement district as such improvements are necessary to the well -being
of Pu'ukala's residents. Mahalo.
