This communication transmits a corrected Financial Impact Statement sheet (FIS). The attached
revised FIS replaces the original as enclosed in Communication 155.
Additionally, the TMK plats and aerial photos of the proposed locations for the spigots are
attached to this communication.

WAIPUNA STATIONS
ISLAND WIDE WATER SPIGOT FACILITIES PROJECT
Information Sheet
Overview
In 1995, former Mayor and Civil Defense Director Harry Kim established temporary emergency
potable water spigots in residential areas where water catchment systems are widely used for domestic
water needs. At that time, the impacts of drought as well as acid rain on the water quality in catchment
systems were a cause for concern.
The Island Wide Water Spigot Facilities Project will upgrade and improve some of the most utilized stations on
the island as well as develop new sites where increased access is needed. This proiect is a collaboration between
the Office of the Mayor (OM), Department of Public Works (DPW), Department of Water Supply (DWS),
Department of Parks and Recreation (P &R), Department of Environmental Management (DEM), State
Department of Health (DOH), and US Environmental Protections Agency (EPA). Scheduled to be completed
before the end of 2011, each project partner provides the following:
t. EPA/DOH: 93% federal and state Safe Drinking Water Grant monies and
administration
2. DWS: project design consultant costs and project management
3. DPW: contract management
4. P &R/DEM /DPW: spigot station sites
5. Office of the Mayor: Remaining 7% funding and administration
Facility Information
This project establishes permanent, paved, well lit filling stations with handicap accessible parking and
spigots. Some of the filling stations will replace existing spigot facilities that are located in areas that
pose a risk to residents and motorists. Each filling station will have an average of 5 spigots.
Who Benefits
Residents of this area will have greater, safer, more equal opportunity access to spigot stations for their drinking
water needs.
Project Status
At this time, the DPW has procured the contractor who has been given a Notice to Proceed date of
February 14, 2011. The first site now under construction is at the Kea'au Transfer Station (please see
attached map.) The estimated completion date for this site is April 2011.
