Subject: Testimony on Bill 28
Relating to Chapter 11 (Affordable Housing Policy)
We have had discussion with Councilman Hoffman regarding our concerns about Bill No.
28. As a result of those discussions it is our understanding that Bill 28 is proposed to be
amended by adding the following to the resale provision:
" Organizations classified under Section 501 (c) of the United States Internal
Revenue Code and those that utilize United States Department of Agriculture
funding programs are exempt from resale restrictions applicable to eligible buyers
in the same or lower median income level."
This change resolves our concern over the impact of the resale provision on our
programs.
Our other concern expressed in our previous testimony regarding the requirement that we
build for higher income groups than we normally do has been resolved by the
clarifications on the council floor at the last meeting.
We would like to thank the council and Mr. Hoffman for the opportunity to provide input
on this bill and your continued support for our programs.
