RESOLUTION NO. 59 11
A RESOLUTION REQUESTING GOVERNOR NEIL ABERCROMBIE TO SET ASIDE
SIXTY ACRES OF LAND LOCATED IN THE VICINITY OF MANINI`OWALI-
AWAKE`E, NORTH KONA, HAWAII, FOR THE ESTABLISHMENT OF A WEST
HAWAII MULTI - PURPOSE AND INTER - GENERATIONAL VETERANS CENTER.
WHEREAS, there already exists a West Hawaii Veterans Cemetery -Pu`u Ho`omaha O
Na Po`e Koa O Hawaii, which is located on sixty -two acres of land, that currently serves an
estimated 7,000 veterans on the island of Hawaii; and
WHEREAS, there are more than 16,000 veterans on the island of Hawaii, a significant
number of whom reside in West Hawaii, who have expressed an overwhelming desire and
support for a veterans center in central West Hawaii; and
WHEREAS, there is a need to provide adequate facilities for veteran groups in West
Hawaii, such as the American Legion Posts, Disabled American Veterans, Veterans of Foreign
Wars, Korean War Veterans Association, Vietnam Era Veterans Association, Camp Tawara
Detachment #1255 of the Marine Corps League, Big Island National Guard Retirees Association,
Big Island Retired Military Association, 100' Infantry Battalion Veterans (also known as Club
100),442 nd Veterans Association, Interpreters Club, Hawaii Island Women Veterans
Association, Hawaii Island Veterans Memorial, Inc., and Military Order of the Purple Heart;
and
WHEREAS, the West Hawaii Veterans Cemetery-Pu`u Ho`omaha O Na Po`e Koa O
Hawaii is not equipped to serve the social needs of veterans, veteran organizations and veteran
associations, by providing a central facility to hold large gatherings, funeral services, and
military- related celebrations; and
WHEREAS, there exists an opportunity of relocating the existing Kailua -Kona
Community Based Outpatient Clinic to a new West Hawaii Veterans Center to better
accommodate the needs of veterans, as the premises currently leased by the Kailua -Kona
Community Based Outpatient Clinic expires in two years, and its current location presents
significant accessibility issues and parking difficulties; and
WHEREAS, House Resolution No. 142 and House Concurrent Resolution No. 163,
re- referred to the Committee on Finance on April 1, 2011, request that the Governor set aside
and transfer sixty acres of land to support the establishment of a West Hawaii Multi - Purpose
and Inter - Generational Veterans Center; and
WHEREAS, the Council of the County of Hawaii concurs with the intent and purpose
of House Resolution No. 142 and House Concurrent Resolution No. 163, and submits this
resolution as a Council initiative in support of the Governor setting aside lands for the
establishment of a West Hawai` i Multi - Purpose and Inter - Generational Veterans Center; now,
therefore,
BE IT RESOLVED BY THE COUNCIL OF THE COUNTY OF HAWAII, that
Governor Neil Abercrombie is requested to set aside sixty acres of land located in the vicinity of
Manini`owali- Awake`e, North Kona, Hawai`i, for the establishment of a West Hawai`i Multi -
Purpose and Inter - Generational Veterans Center.
BE IT FINALLY RESOLVED that the County Clerk shall transmit copies of this
resolution to the Honorable Mayor William P. Kenoi, the Honorable Governor Neil
Abercrombie, members of the State Senate, members of the State House of Representatives, the
Director of the Department of Finance, the Director of the Department of Parks and Recreation,
and the Director of the Honolulu Regional Office, Department of Veterans Affairs.
