OF WAIANUENUE AVENUE AND RAINBOW DRIVE TO PARCEL 2 -3- 26:008 FOR
HILO MEMORIAL HOSPITAL LARGE CAPACITY CESSPOOL COMPLIANCE,
COUNTY OF HAWAII, DEPARTMENT OF PUBLIC WORKS
The sewer extension is needed to meet the Environmental Protection Agency (EPA)
mandate to cease and desist the operation of the on -site large capacity cesspool wastewater
disposal system. Because the EPA's deadline to cease and desist large capacity cesspool
operations has expired and County CIP funds will lapse at the end of this fiscal year, the
construction contract must be awarded and executed expeditiously.

the flexibility to implement a minimum five percent wage reduction for police and fire

2011; and should the Mayors and Governor of the State of Hawaii be successful in
negotiating a pay reduction greater than the five percent, the Hawaii County Council would
follow and support said agreement.

COUNTY CODE 1983 (2005 EDITION, AS AMENDED), RELATING TO MEAL
ALLOWANCE FOR NONOVERNIGHT TRAVEL
Eliminates the practice of providing meal allowances for employees who travel
beyond the district adjacent to their usual place of work and have working hours
that extend across normal meal times (effective on July 1, 2011).

Prohibits unauthorized parking in a disaster and seeks to provide the Police
Department with the authority to ticket and/or tow an unauthorized vehicle, in a
disaster area, even if the owner is not present. Any person found guilty of violating
this section will be subject to a fine not to exceed $35 (and the vehicle towed and
stored at the owners expense for each separate offense).

Liquor Control supports activities and educational programs to prevent under age
drinking.

Covers ($500,000), Hawaii Paradise Park -New Park Development ($5,500,000),
Kikala - Keokea New Park Development ($100,000), North Kohala Recreational
Facilities Repair and Upgrade ($2,000,000), Banyan Beach Parking Lot ($300,000),
Kapiolam Street Extension ($8,700,000), Puna Makai Alternate Roadway ($500,000),
La`aloa Extension ($20,000,000), Energy Efficiency and Related Maintenance
Upgrades ($4,000,000), Wai`6hinu Transfer Station ($8,800,000), and Waimea
Recycle and Transfer Station Garage ($100,000), for atotal of $55,000,000. (The
