Your Committee on Finance, to which was referred Resolution No. 280-OQ reports as follows:
Resolution No. 280-00, transmitted by Acting Director of Finance Dixie Kaetsu, via
Communication No. 842, dated July 5, 2000, creates a Motor Vehicle Registration Clerk I for the
Treasurer's office in West Hawaii.
The Department of Finance, Treasury Division for West Hawaii is desirous of creating a Motor
Vehicle Registration Clerk I position due to the tremendous ittcrease in transactions processed in
the last five months.
The aforementioned position was not included in the FY 2000-01 budget because a method of
trying to combine The real property and motor vehicle functions was attempted but proved to be
unfeasible.
Pursuant to Article V, Section 5-1.3(c), Hawaii County Charter, the Mayor has the power to
"create positions...for which appropriations have been made by the council...".
Your Committee on Finance is in accord with the purpose and intent of Resolution No. 280-00
and recommends its adoption.
