Dear Chairman Yagong and Council Members:
It is my pleasure to nominate Zendo Kern from the Puna District to the Hawaii County
Windward Planning Commission. I would appreciate your attention on this matter and
request that this item be waived from the Planning Committee and placed on the
Council agenda for discussion and confirmation of this individual.
Mr. Kern presently serves an "At Large" position on the Windward Planning
Commission. Since he was initially appointed for a term of less than two years (which
recently expired on April 1, 2011), he is eligible to succeed himself for an additional full
term (five years). If confirmed, he will serve a term to end on April 1, 2016.

RE: Communication No. _ 170 : Regarding the nomination of Zendo Kern to the Hawaii
County Windward Commission.
Pursuant to Section 2(g) of Rule 4 of the Rules of Procedure of the Council of the County of
Hawaii, this written request is submitted with my approval that the above - referenced matter be
waived from the Committee on Planning to the full Council for immediate action. In reviewing
this matter, timely approval is crucial. It is therefore advantageous that approval is granted and the
matter be placed onto the next Council agenda for review. However, in the event this request is
denied, for whatever reason, I understand the matter shall be referred to the Committee on
Planning for placement on its future agenda.
