AN ORDINANCE TO AMEND ORDINANCE NO. 10-59,AS AMENDED,THE OPERATING BUDGET FOR
THE COUNTY OF HAWAII FOR THE FISCAL YEAR ENDING JUNE 30,2011.
BE IT ORDAINED BY THE COUNCIL OF THE COUNTY OF HAWAII:
SECTION 1. Ordinance No. 10-59, as amended, is hereby further amended by increasing revenues in the
following amount(s)to the fund(s)as set forth in Section 2.

AN ORDINANCE AMENDING CHAPTER 2, ARTICLE 16, SECTION 2-101.1 OF THE
HAWAII COUNTY CODE 1983 (2005 EDITION, AS AMENDED), RELATING TO
MILEAGE AND MEAL REIMBURSEMENTS FOR VOLUNTEER POLICE PERSONNEL.
BE IT ORDAINED BY THE COUNCIL OF THE COUNTY OF HAWAII:
SECTION 1. Purpose. To amend Section 2-101.1, Mileage and meal reimbursements
for volunteer police personnel, of the Hawaii County Code. The amendment of this section will
allow for the practice of providing meal allowances for volunteer police personnel who travel
beyond the district adjacent to their usual place of work and have working hours that extend
across normal meal times.
SECTION 2. Chapter 2, article 16, section 2-101.1, Hawaii County Code 1983 (2005
edition, as amended), is amended to read as follows:
"Section 2-101.1. Mileage and meal reimbursements for volunteer police personnel.
(a) All duly authorized volunteer police personnel, including but not limited to reserve
police officers and police chaplains, shall be reimbursed at such rates prescribed by,
and subject to, the requirements set forth in section 2-101(b), for each mile actually
and necessarily traveled in the performance of their assigned duties. [Meal

(b) Except as modified by subsection (b) of section 2-98, meal allowance (including tax
and tips) for non-overnight travel (not covered by collective bargaining agreements)
shall not exceed the following rates:

Breakfast will be allowed when travel time begins before 6:00 a.m. Lunch will be
allowed for travelers when travel time begins before 11:00 a.m. and ends after 1:00
p.m. Dinner will be allowed for travelers when travel time begins before 6:00 p.m.
and ends after 8:00 p.m.
(c) Meal allowance for non-overnight travel shall be payable for travel that extends
beyond the boundaries of the adjacent geographic district from the geographic
district where an employee's baseyard station or usual place of work is located.
For purposes of this section the geographic districts are: Puna-, South Hilo; Nort h
Hilo; Hamakua;North Kohala• South Kohala• North Kona; South Kona; and Ka`u.
(d) Payment for meal expenses must be supported b receipt eceipt or affidavit. Any excess
cash advanced for meal expenses must be returned not later than five working days
after completion of travel."
SECTION 3. Material to be amended is bracketed and stricken. New material is
underscored. In printing this ordinance, the brackets, bracketed and stricken material and
underscoring need not be included.
SECTION 4. If any provision of this ordinance, or the application thereof to any person
or circumstance is held invalid, such invalidity shall not affect other provisions or applications of
the ordinance which can be given effect without the invalid provision or application, and to this
end, the provisions of this ordinance are declared to be severable.
SECTION 5. This ordinance shall take effect July 1, 2011.
