Your Committee on Planning, to which was referred Bill No. 35, reports as follows:
Bill No. 35, transmitted by Mayor William P. Kenoi, via Communication No. 137, dated
March 3, 2011, is an Ordinance amending the Puna Community Development Plan, as adopted
by Ordinance No. 08 -116 and amended by Ordinance No. 10 -104, relating Mass Transit Hele -On
service to the Hilo and Keahole International Airports.
Councilmembers Yoshimoto, Smart, and Blas stated they support this bill and that it would be a
big help for those traveling and needing access to the airport.
Councilmember Ikeda also stated that he supports it but voiced concerns on how it will be
financed. Councilmember Ford added that she has wanted bus service to the airports for the past
four years and said other routes could be adjusted if cost was an issue.
Councilmember Onishi asked if anyone from Mass Transit was present and the bill was tabled
until a representative from Mass Transit could be contacted; however, no one was available and
it was brought from the table to be addressed.
Councilmember Ikeda asked where the routes would be and wondered who will use the routes to
get to the airport.
Committee Chairman Hoffmann clarified that this would add the airports to existing routes, not
establish new routes. He asked Planning Director Leithead Todd why Keahole Airport was
included in the Puna Community Development Plan (PCDP); and she replied that the PCDP
Action Committee requested access to both airports.

Councilmember Ikeda voted "kanalua" twice; and Councilmember Yagong voted "kanalua"
once.
Your Committee on Planning is in accord with the purpose and intent of Bill No. 35 and
recommends it pass first reading.
