Kenoi, via Communication No. 137 dated March 3, 2011, is an Ordinance amending the Puna Community Development Plan, as adopted by Ordinance No. 08 -116 and amended by Ordinance No. 10 -104, relating to Transportation. This bill allows for the relocation of a scenic turnout near Kehena Beach. Councilmember Ford stated that she has received some email testimonies objecting to the relocation and inquired if the scenic turnout would also serve as a bus stop. Planning Department Planner Larry Brown stated that residents from Kalpana Seaview Estate were concerned that the current location at the foot of the subdivision might create an unauthorized campground and requested it to be relocated closer to Kehena Beach. He also let the PCDP (Puna Community Development Plan) Action Committee know that any recommended amendments needed to be resubmitted to Council. Councilmember Yoshimoto and Smart expressed their support; and Councilmember Blas urged his colleagues to support the community's request to relocate the turnout. Councilmember Onishi asked if there were any other similar location changes to be expected and suggested the Planning Department arrange for community meetings to see if other areas of the PCDP needed to be addressed. Mr. Brown clarified that the PCDP Action Committee, who involves and participates in community dialogue, agrees with the move.
