Your Committee on Finance, to which was referred Communication 134, reports as follows:
Communication 134, transmitted by Mayor William P. Kenoi, dated March 14, 2011, nominates
Scott Church to the County of Hawai`i Real Property Tax Board of Review.
A 33 -year resident of Hawai`i, Mr. Church is a self - employed real estate developer and broker
with SFC Realty Corporation. His community service has involved membership with the Kona
Chamber of Commerce. Mr. Church states he is not affiliated with any political party. If
confirmed, he will serve a term to expire on December 31, 2014, replacing Ernest Matsumura,
whose term expired on December 31, 2009.
Pursuant to Section 19 -96, Hawai`i County Code, there shall be a Real Property Tax Board of
Appeals, consisting of five members, appointed by the Mayor and confirmed by the County
Council.
The Committee specified that Mr. Church does not have to attend the full Council for final
confirmation.
Your Committee on Finance is in accord with the purpose and intent of Communication 134, and
recommend confirmation of the appointment of Mr. Scott Church to the County of Hawai`i Real
Property Tax Board of Review.
