Your Committee on Finance, to which was referred Resolution No. 56 -11, reports as follows:
Resolution No. 56 -11, transmitted by Director of Finance Nancy Crawford, dated March 22,
2011, authorizes the payment of funds of a later fiscal year and of more than one fiscal year for a
multi -year lease for one (1) copier for the Department of Human Services.
The new copier will improve the efficiency of the Human Resources staff by providing improved
performance at a decreased cost. Their current copy machine is nearly eight years old, and in
need of replacement.
Some members of Your Committee suggested that instead of entering into leases for copy
machines, the reprographics division be utilized more readily. Finance Director Nancy Crawford
came forward and expressed that since the agencies are located around the island, it is more
efficient for small jobs to be copied on -site. However, all large jobs are forwarded to the
reprographics room for copying.
Pursuant to Section 10 -11 of the Hawai`i County Charter requires that any contract, lease or
other obligation requiring payment of funds from the appropriations of a later fiscal year or of
more than one fiscal year must be approved by resolution.
Your Committee on Finance is in accord with the purpose and intent of Resolution No. 56 -11,
and recommends its adoption.
