Your Committee on Finance, to which was refereed Resolution No. 301-00, reports as follows:
Resolution No. 301-00, transmitted by Acting Director of Finance Dixie Kaetsu, via
Communication No. 853, dated July 11, 2000, creates a School Crossing Guard hourly
temporary position for the Police Department, Administrative Division.
The Police Department, Administrative Division is desirous of creating a School Crossing Guard
position due to heavy traffic, along with vehicles exceeding the posted speed limit on busy
Ainako Avenue, which combined poses hazardous conditions for children using the crosswalk at
the intersection of Ainako Avenue and Manulele Street.
The aforementioned position was not included in the FY 2000-01 budget because amicable
solutions were being sought.
Funds are available in the County of Hawaii Police Department, AdminisVative Division's
Regular Salaries and Wages account.
Pursuant to Article V, Section 5-1.3(c), Hawaii County Charter, the Mayor has the power to
"create positions...for which appropriations have been made by the council...".
Your Committee on Finance is in accord with the purpose and intent of Resolution No. 301-00
and recommends its adoption.
