Your Committee on Finance, to which was referred Resolution No. 302-00, reports as follows:
Resolution No. 302-00, transmitted by Acting Director of Finance Dixie Kaetsu, via
Communication No. 854, dated July 11, 2000, creates two School Crossing Guard hourly
temporary positions for the Police Department, Administrative Division.
The Police Department, Administrative Division, is desirous of creating two School Crossing
Guard positions due to heavy traffic and speeding conditions at the intersection of: 1) Kealakehe
Street and Kealaka`a Street and 2) Kealakehe Street and Onipa`a Street, which pose a great
danger to the children on a daily basis.
The aforementioned positions were not included in the FY 2000-01 budget because the problem
at Kealakehe did not surface until a letter was received from District Superintendent Dan L Sakai
dated May 30, 2000.
Funds are available in the County of Hawaii Police Department, Administrative Division's
Regular Salaries and Wages account.
Pursuant to Article V, Section 5-1.3(c), Hawaii County Charter, the Mayor has the power to
"create positions...for which appropriations have been made by the council...".
Your Committee on Finance is in accord with the purpose and intent of Resolution No. 302-00
and recommends its adoption.
