Comm. 167: AN ORDINANCE TO AMEND ORDINANCE NO. 10-59, AS AMENDED, THE (Bill 44) OPERATING BUDGET FOR THE COUNTY OF HAWAI‘I FOR THE FISCAL YEAR ENDING JUNE 30, 2011 From Finance Director Nancy E. Crawford, dated April 6, 2011, transmitting the above bill. Increases revenues of $23,736 in the Federal Grants - Specialized Investigative Training Account; and appropriates the same amount to the Police Department’s Specialized Investigative Training Grant Account. The grant’s purpose is to improve the Police Department’s ability to respond to violent crimes against women through ongoing specialized training for the Juvenile Aid Section detectives. FC-8 Page 3 April 19, 2011 Comm. 168: AN ORDINANCE AMENDING CHAPTER 2, ARTICLE 16, SECTION 2-101.1 OF (Bill 45) THE HAWAI‘I COUNTY CODE 1983 (2005 EDITION, AS AMENDED), RELATING TO MILEAGE AND MEAL REIMBURSEMENTS FOR VOLUNTEER POLICE PERSONNEL From Finance Director Nancy E. Crawford, dated April 6, 2011, transmitting the above bill. The meal allowance for non-overnight travel for County employees is being eliminated by repealing Section 2-96. To maintain this benefit for volunteer Police personnel, that reference is being specified in Section 2-101.1. Recommends passage of Bill 45 on first reading. Comm. 169: AN ORDINANCE AMENDING ORDINANCE NO. 10-60, AS AMENDED, (Bill 46) RELATING TO PUBLIC IMPROVEMENTS AND FINANCING THEREOF FOR THE FISCAL YEAR JULY 1, 2010 TO JUNE 30, 2011 From Finance Director Nancy E. Crawford, dated April 6, 2011, transmitting the above bill. This bill adds the Research and Development, Pa‘auilo Plant and Slaughterhouse project for $4.15 million to the Capital Budget. This project will increase processing capacity of grass-fed beef by allowing local cattle producers to finish their product on-island, rather than exporting to the mainland for final processing. It also will address ongoing waste management issues through the conversion of waste materials into useful by-products. Recommends passage of Bill 46 on first reading. Kenoi, dated March 1, 2011, transmitting for consideration the proposed Operating Budget for the County of Hawai‘i for the Fiscal Year July 1, 2011 to June 30, 2012. This balanced budget includes estimated revenues and appropriations of $366,076,328, and is $37,076,328, or 9.2 percent less than the budget in effect in December 2008. Postponed: March 30, 2011 (Note: There is a pending motion made by Mr. Hoffmann and duly seconded by Mr. Blas to close file on all related communications and recommend passage of Bill 29 on first reading.) Kenoi, dated March 1, 2011, transmitting for consideration the proposed Capital Budget (CIP) for FY 2011-2012, and the Capital Improvements Program for the next six years from FY 2011-12 to 2016-17, consisting of 45 projects requiring a total appropriation of $177,085,000. Approximately $168,980,000 of the total appropriation is intended to be funded in whole or in part by bonds; $5,715,000 is intended to be funded by State Revolving Fund Loans; $1,140,000 is intended to be funded from Federal Grants Receivable; and $1,250,000 is intended to be funded by fair share contributions.
