Subject: Bill No. 311, Draft 3; Relating to General Obligation Bonds --
Please find attached Bill No. 311, Draft 3. Bill No. 311, Draft 2, was amended by the contents of
Comm. No. 154.12, as duly approved by the Council during its meeting on April 20, 2011.
The Council suspended its rule requiring that bills and resolutions up for final reading that are
amended be held over until the next regular meeting (Rule No. 25(e)), and subsequently passed
Bill No. 311, Draft 3, on second and final reading.
