RESOLUTION NO. 64 11
A RESOLUTION TO AMEND THE RULES OF PROCEDURE AND ORGANIZATION
OF THE COUNCIL OF THE COUNTY OF HAWAII BY AMENDING RULE NO. 17,
AMENDMENTS AND REVISION.
WHEREAS, the Rules of Procedure and Organization of the Council of the County of
Hawai`i ( "the Rules ") govern the affairs of the Council of the County of Hawai`i ( "Council ");
and
WHEREAS, the Rules were duly adopted by Resolution No. 04 -10 on December 6,
2010, and subsequently amended by Resolution No. 25 -11, as adopted by the Council on January
25, 2011; and
WHEREAS, the Rules were most recently amended by Resolution No. 30 -11, duly
adopted on February 16, 2011; and
WHEREAS, the Council wishes to further amend the Rules to facilitate effective and
efficient procedure and organization of the legislative branch of the County of Hawai`i; and
WHEREAS, the Council wants to amend Rule No. 17, Amendments and Revisions of
the Rules, to include clarification in the Amendments section; and
WHEREAS, this resolution further amends Rule No. 17, Amendments and Revision of
the Rules, by adding subsections regarding format, page numbering, font style, and size; and
WHEREAS, the amendments to Rule No. 17 also provide that the updated rules will be
disseminated to Council Members in a binder; and
WHEREAS, the proposed amendment to Rule No. 17 is set forth in "Exhibit A" attached
hereto and incorporated herein by reference; now, therefore,

RULE NO. 17
AMENDMENTS [A-1ND], REVISIONS, AND FORMAT OF THE RULES OF
PROCEDURE
1. Amendments. These rules may be amended at a regular Council meeting by a resolution
approved by an affirmative majority vote of the entire membership of the Council; provided that

agenda of a duly noticed meeting [ : • _ ]
2. Revisions. Whenever changes of the rules are so extensive and general that they are
scattered throughout the rules such that an entirely new set of rules called a revision is necessary,
then such revision shall require the adoption of a resolution by a two - thirds affirmative vote of
the entire membership of the Council. The notice requirements shall be the same as those for
amendments.
3. Each page of these rules shall have its page number on it at the bottom right of the
page. Pages shall be numbered starting with the rule number, a hyphen, and the page
number starting with "1 ". (Example: 17 -1, 17 -2, etc.)
4. If a rule is amended, the Resolution number providing that amendment, including
date of adoption, shall be placed at the bottom left corner of the affected page(s). (Example:
Amended - Resolution No. 1 -10, 4- 1 -11.)
5. These rules and any amendments thereto shall be printed in Times New Roman font
and type size 12.
6. The format numbering sequence for these rules shall start with "1." set at the zero
indent space, then "(a)" set at the .5 space, then "(1)" set at the 1.0 space, then "(A)" set at
the 1.5 space, and then "(i)" set at the 2.0 space.
7. These rules shall be placed in a binder for each Council Member for ease of
replacing those pages made obsolete due to amendment.
BE IT RESOLVED BY THE COUNCIL OF THE COUNTY OF HAWAII that
Rule No. 17 of the Rules is hereby amended as indicated in the attached "Exhibit A."
BE IT FURTHER RESOLVED that material to be deleted is bracketed and stricken
through, and material to be added is underscored, both bolded for emphasis, as indicated in the
attached "Exhibit A."
BE IT FINALLY RESOLVED that the County Clerk shall print the Rules as provided
herein and disseminate to all appropriate parties.
