Re: Amendment to the Hawaii County Code
Enclosed is a bill for an ordinance amending Chapter 18, Article 4, of the Hawai`i County
Code 1983 (2005 Edition, as amended), relating to Public Transit System, Island -Wide
Fare Structure. The amendment of this article will establish a $1.00 cash fare for riders of
the Hele -On bus system. Children under the age of five, senior citizens, individuals with
disabilities and students will be able to ride free of charge. For all other riders, a discount
of 25 percent will be provided on a fare pre - payment program utilizing bus passes or bus
tickets. This amendment takes effect on July 1, 2011.

A. REQUEST:
Amend Chapter 18, Article 4 of the Hawaii County Code by establishing a $1.00 cash fare for riders of the
Hele -On bus system. Children under the age of five, senior citizens, individuals with disabilities and students
will be able to ride free of charge. For all other riders, a discount of 25 percent will be provided on a fare pre-
payment program utilizing bus passes or bus tickets.
B. BACKGROUND AND JUSTIFICATION (USE ADDITIONAL SHEETS AS NEEDED):
The proposed bus fare will keep public bus transportation affordable in the County of Hawaii. In addition, it
will continue to provide transportation at no cost to our most vulnerable population groups such as children
under the age of five, senior citizens, individuals with disabilities and students.

RE: Bill No. 51 : An Ordinance Amending Chapter 18, Article 4, of the
Hawai`i County Code 1983 (2005 Edition, as Amended), Relating to Public
Transit System, Island -Wide Fair Structure.
Pursuant to Section 2(g) of Rule 4 of the Rules of Procedure of the Council of the County of
Hawai`i, this written request is submitted with my approval that the above - referenced matter be
waived from the Committee on Finance to the full Council for immediate action. In reviewing
this matter, timely approval is crucial. It is therefore advantageous that approval is granted and
the matter be placed onto the next Council agenda for review. However, in the event this request
is denied, for whatever reason, I understand the matter shall be referred to the Committee on
Finance for placement on its future agenda.
