Council Chair and Members Hawaii County Council Hilo, Hawaii 96720 Your Committee on Finance, to which was referred Resolution No. 303-OQ reports as follows: Resolution No. 303-OQ transmitted jointly with Bill No. 285 by Acting Director of Finance Dixie Keatsu, via Communication No. 855, dated July 11, 2000, authorizes the County of Hawaii to enter into an agreement with the State Department of the Attorney General Crime Prevention and Justice Assistance Division for a Domestic Violence Training grant. The State Department of Attorney General Crime Prevention and Justice Assistance has authorized funding to improve the handling of domestic violence incidents through proper handling of the investigations of police officers and increase sharing of information pertinent to the victim and the abuser between police and EMS personnel at the scene of a domestic violence incident. The Hawaii County Police Department is ready and willing to proceed with its obligations for the Domestic Violence Training. Pursuant to Section 46-7, Hawaii Revised Statutes, county departments must obtain the consent of the council to enter into agreements with the federal or state governments respecting action to be taken pursuant to any of the powers granted by law to furnish, expend and receive any funds or other assistance in connection with projects being or to be undertaken pursuant to those powers. Some members of Your Committee requested afollow-up be sent to the Corporation Counsel's Office to find out if they have received any confirmation from the Department of Justice regazding information concerning the existence of a cause for debarment prior to the next Council meeting.
