Your Committee on Finance, to which was referred Bill No. 44, reports as follows:
Bill 44, transmitted by Finance Director Nancy Crawford via Communication No. 167, dated
April 6, 2011, amends Ordinance No. 10 -59, as amended, the Operating Budget, ending June 30,
2011. The amendment is as follows:

The State of Hawai`i Department of the Attorney General's Crime Prevention and Justice
Assistance Division authorized a $47,438 Specialized Investigative Training Grant to the Police
Department. Earlier this year, the Police Department accepted grant funds for this program for
$31,298, which was reported to Council. In order to accept and additional grant of $47,438, with
nearly identical parameters, the Police Department wishes to appropriate an additional $23,736
to this account. The grant's purpose is to improve the department's ability to respond to violent
crimes against women through ongoing specialized training for the Juvenile Aid Section
detectives.
Director of Finance Nancy Crawford, came forward and seeks the Council's support in the
acceptance of this grant and the appropriation of funds.
Section 46 -7, Hawai`i Revised Statutes, and Section 13- 13(b). Hawai`i County Charter,
authorizes the Mayor to apply for, receive and expend these funds for the Specialized
Investigative Training Grant.
