HomeMy WebLinkAboutREP FC 052 04/19/2011 2010-2012 REPORT OF THE COMMITTEE ON FINANCE DATE: April 19, 2011 Re: Comm. 169 /Bill 46 PLACE: Council Chambers West Hawai`i Civic Center TIME: 2:00 p.m. Council Chair and Members Hawai`i County Council Hilo, Hawai`i 96720 Your Committee on Finance, to which was referred Bill No. 46, reports as follows: Bill 46, transmitted by Finance Director Nancy Crawford via Communication No. 169, dated April 6, 2011, amends Ordinance No. 10 -60, as amended, the Capital Budget, ending June 30, 2011. The amendment is as follows: RESEARCH AND DEVELOPMENT Pa'auilo Plant and Slaughterhouse $ 4,150,000 (110.199.5193.10) Funds for this appropriation increase shall be provided from : State Grant Receivables $ 4,150,000 This proposed bill adds the $4,150,000 State Grant funded Pa'auilo Plant and Slaughterhouse project to the Capital Budget. This project will enable local industry to increase processing capacity of grass -fed beef by allowing local cattle producers to finish their product on- island rather than exporting to the mainland for final processing, and it will address ongoing waste management issues through the conversion of waste materials into useful by- products. This project supports the County's initiative for food sustainability. This will enable the local industry to increase its capacity to process grass -fed beef and improve the island's food sustainability. Hamakua is also known historically for its ranching traditions and such benefit this project will have on the ranching community. Director of Research and Development Randy Kurohara and Corporation Counsel Bill Brilhante appeared before Your Committee. Some members of Your Committee expressed concern with not having a plan available regarding the handling of waste associated with this project. It was requested that Mr. Kurohara and Mr. Brilhante appear at the next Council meeting with specific details and information relevant to the waste management plan for this project. FC Report No. 52 FC -52 Page 2 April 19, 2011 Pursuant to Section 10 -6(d), Hawai`i County Charter, the Council may amend the Capital Budget for that year with a two - thirds vote.
