Your Committee on Finance, to which was referred Bill No. 30, reports as follows:
Bill No. 30, transmitted by Mayor William P. Kenoi via Communication 112, dated March 1,
2011, submits for consideration the proposed Capital Budget for Fiscal Year 2011 -12, and the
Six -Year Capital Improvements Program for the Fiscal Years 2011 -12 to 2016 -17, consisting of
45 projects totaling $177,085,000, of which $1,140,000 are Federal Grants Receivable,
$168,980,000 are County- financed in whole or in part through bonds, $5,715,000 to be funded
by State Revolving Fund and $1,250,000 to be funded by fair share contributions (detailed in
Table 1, Figure 1).
Attached to the transmittal are five (5) tables, created to provide a summary of capital budget
projects in different formats:
• List of Projects and Proposed Funding Sources includes proposed projects that are
requesting funds for this fiscal year, what makes them eligible as a capital project, location,
council benefit district, funding source, 6 -year forecast of funding needs and total project
costs.
• Capital Project Eligibility List categorizes projects by their eligibility.
• Location of Project by Council Districts indentifies all the council districts that will
actually benefit from a particular project
• Council Benefit Districts identifies all the council districts that will actually benefit from a
particular project
• Six -Year Capital Program FY 2011 -2012 to 2016 -2017
Approximately 20 of the 45 proposed projects are reappropriations of existing projects totaling
$127,960,000 because appropriations are lapsing and funds will not be encumbered by June 30,
2011.
Your Committee originally reviewed the Capital Budget in conjunction with departmental
program reviews on March 28 through March 30, 2011. Pursuant to Section 10 -4, Hawai`i
County Charter, the Council also conducted a public hearing on the proposed FY 2011 -12
FC Rept. No. 54

Operating and Capital Budgets in Hilo on March 21, 2011, which was videoconferenced to the
Kona and Waimea Council offices.
Upon review of the Mayor's amended budget submittal on May 5, 2011, the Council may
propose amendments as necessary.
Your Committee on Finance is in accord with the purpose and intent of Bill No. 30 and
recommends it pass first reading.
