Your Committee on Finance, to which was referred Bill No. 184, reports as follows:
Bill No. 184, transmitted by Council Member Julie Jacobson, via Communication No. 584, dated
December 2, 1999, amends Chapter 2, Article 15, of the Hawaii County Code, by adding a new
section relating to campaign contributions.
This measure proposes to limit Council Member's action on measures that concern individuals
and businesses that contributed $100 or more to the campaign fund of the voting member. Also
to make it illegal for elected officials to have any business interest in a company that does more
than $500 of business per year with the County.
Originally heard on January 4, 2000, this measure was deferred pending revisions.
Subsequently, Bill No. 264 and Bill No. 265 were introduced to replace Bill No. 184.
Your Committee on Finance is not in accord with the purpose and intent of Bill No. 184 and
recommends it be filed.
