Angel Pilago, Councilmember District 8 SUBJECT: Proposed Amendments to Resolution No. 42 -11, Relating the Establishment of a Sister -City Relationship with Kumejima, Okinawa, Japan Please find attached proposed amendments to Resolution No. 42 -11. The proposed amendments are illustrated below in Ramseyer format (and bolded) with respect to the contents of Resolution No. 42 -11; (material to be added is underscored, material to be deleted is bracketed and stricken through). 1. The word "interst" as appearing in the 2 WHEREAS clause is amended to "interest ". 2. The sixth WHEREAS is deleted in its entirety and a new sixth WHEREAS inserted in its place to read as follows: affiliated with Kumejima, Okinawa; now, therefore,] WHEREAS, this resolution will be augmented with written covenants between the mayors of both the County of Hawaii and Kumejima, to be supported additionally with a signed service agreement citing agreed responsibilities for the County of Hawaii, Kumejima, and the Kumejima sister -city sponsor, Friends of NELHA; now, therefore," 3. The enacting clause is amended to read as follows: "BE IT RESOLVED BY THE COUNCIL OF THE COUNTY OF HAWAII that pursuant to [chapter} Chapter 2, [article] Article 31, [section] Section 2 -165 of the Serving the Interests of the People of Our Island Comm. No. / 05- Hawaii County Is an Equal Opportunity Provider And Employer Ref. To: eAttbi t i Ref. Date MAX - 4 2.011 Dominic Yagong, Council Chairperson May 4, 2011 Page 2 of 2 Hawai`i County Code 1983 (2005 Edition, as amended), a Sister -City program be established between the County of Hawai`i and the good people of Kumejima, Okinawa; and" 4. The BE IT FURTHER RESOLVED clause is deleted in its entirety and a new clause inserted in its place, to read as follows: the County of Hawai`i are hereby requested to execute the documents necessary to put into effect this relationship; and] BE IT FURTHER RESOLVED that the aforementioned agreements will be duly signed by the appropriate officials of Kumeiima and the County of Hawaii at a future visitation by Kumejima to the County of Hawaii, to occur within six (6) months of the date that this resolution is adopted." 5. The final clause of the resolution is amended to read as follows: "BE IT FINALLY RESOLVED that the County Clerk transmit copies of this resolution to the Honorable Mayor William P. Kenoi, to the Honorable Mayor Choukou Taira of Kumejima, Okinawa, [the Director of the Department of Finance,] and [tothe] Charmaine Shigemura, County of Hawai`i Sister City Protocol Officer." A draft copy of Resolution No. 42 -11, Draft 2, is attached with these amendments incorporated therein. At the 3/16/11 Council Meeting, Resolution No. 42 -11 was "postponed to the call of the chair." A RESOLUTION APPROVING THE ESTABLISHMENT OF A SISTER -CITY RELATIONSHIP BETWEEN KUMEJIMA AND THE COUNTY OF HAWAII, AND AUTHORIZING THE MAYOR OF THE COUNTY OF HAWAII TO ENTER INTO A FORMAL SIGNED AGREEMENT. WHEREAS, the Mayor of the County of Hawai`i and the Hawai`i County Council have jointly promoted a Sister -City program to foster friendship and understanding among all of the world, particularly those in the Pacific Basin; and WHEREAS, the Sister -City program benefits the people of the affiliated cities through the exchange of cultural exhibits, educational programs, agricultural pursuits, information relative to economic development of mutual interest, and other matters of common interest; and WHEREAS, contact has been made between officials of the government of Kumejima and the County of Hawai`i to discuss the establishment of a Sister -City relationship between Kumejima, Okinawa and the County of Hawai`i; and WHEREAS, Kumejima and Hawai`i island share commonalities, as Kumejima and Hawai`i island are two of the few locations in the world where a deep -sea pipe has the ability to bring up cold sea water, an asset with the potential to meet three of the world's most pressing needs for food, clean energy, and fresh water; and WHEREAS, Kumejima and Hawai`i island are said to be the most beautiful islands in their respective island chains relying on the economies of tourism, construction, and sugar cane to support their populations, as well as cultural commonalities such as the Kumejima Hari - Dragon Boat Race and the Hawai`i island's annual Queen Lili`uokalani Canoe Race; and WHEREAS, this resolution will be augmented with written covenants between the mayors of both the County of Hawai`i and Kumejima, to be supported additionally with a signed service agreement citing agreed responsibilities for the County of Hawai`i, Kumejima, and the Kumejima sister -city sponsor, Friends of NELHA; now, therefore, BE IT RESOLVED BY THE COUNCIL OF THE COUNTY OF HAWAII that pursuant to Chapter 2, Article 31, Section 2 -165 of the Hawai`i County Code 1983 (2005 Edition, as amended), a Sister -City program be established between the County of Hawai`i and the good people of Kumejima, Okinawa; and BE IT FURTHER RESOLVED that the aforementioned agreements will be duly signed by the appropriate officials of Kumejima and the County of Hawai`i at a future visitation by Kumejima to the County of Hawai`i, to occur within six months of the date that this resolution is adopted.
