HomeMy WebLinkAboutRES 072 Draft 01 2010-2012 J �YY Os N ��¢ f , COUNTY OF HAWAII •�'' "- ' / :• STATE OF HAWAII • • T ��OF�M��- ••I RESOLUTION NO. 72 11 A RESOLUTION TRANSFERRING AN APPROPRIATION OUT AND FROM THE DESIGNATED FUND ACCOUNT AND CREDITING SAME TO A DESIGNATED FUND ACCOUNT FOR SECURITY GUARDS AT THE PAHOA NEIGHBORHOOD FACILITY AND AT ISAAC KEPO`OKALANI HALE BEACH PARK. WHEREAS, Article 36, Section 2 -177 of the Hawai`i County Code 1983 (2005 Edition, as amended), established the Geothermal Relocation and Community Benefits Program; and WHEREAS, Article 36, Section 2 -179 of the Hawai`i County Code 1983 (2005 Edition, as amended), created the Geothermal Relocation and Community Benefits Fund; and WHEREAS, Article 36, Section 2- 181(5) of the Hawai`i County Code 1983 (2005 Edition, as amended), allows for expenditures from the Geothermal Relocation and Community Benefits Fund for "public purposes" including but not limited to; road improvements, water infrastructure, land acquisition, parks and recreational facility needs, civil defense, and mass transit improvements; and WHEREAS, Article 36, Section 2- 181(5)(A) of the Hawai`i County Code 1983 (2005 Edition, as amended), limits expenditures from the Geothermal Relocation and Community Benefits Fund to Lower Puna, which is defined as extending from Hawaiian Paradise Park subdivision to Kalapana and including Orchidland Estates, Ainaloa, Hawaiian Beaches, Hawaiian Shores, Kapoho, Pahoa, Nanawale, Leilani Estates, and other communities proximate to Pahoa; and WHEREAS, security at the Pahoa Neighborhood Facility and at Isaac Kepo`okalani Hale Beach Park has decreased the incidents of criminality and property damage at both locations and has made our community safer and more enjoyable by all; and WHEREAS, the contract for security guards at Isaac Kepo`okalani Hale Beach Park will end on July 31, 2011, and the contract for security guards at the Pahoa Neighborhood Facility will end on November 30, 2011; and WHEREAS, the cost for a one -year contract for security guards at: 1) Isaac Kepo`okalani Hale Beach Park will be $64,000; and 2) at the Pahoa Neighborhood Facility will be $60,000; now, therefore, BE IT RESOLVED BY THE COUNCIL OF THE COUNTY OF HAWAII that in accordance with Article 36, Section 2- 181(5) of the Hawai`i County Code 1983 (2005 Edition, as amended), and with the approval of the Planning Director, that the following amount be and is hereby transferred and appropriated as set forth below: FUND: GENERAL AMOUNT OF APPROPRIATION: $124,000 OUT AND FROM: 095.141.5143.02 Geothermal OCE CREDITED TO: 095.500.5556.02 Geothermal Parks & Recreation OCE $124,000 BE IT FURTHER RESOLVED that $60,000 will be utilized for security guards at the Pahoa Neighborhood Facility and $64,000 will be utilized for security guards at Isaac Kepo`okalani Hale Beach Park to continue to protect our public facilities from criminal activity and property damage. BE IT FINALLY RESOLVED that the County Clerk shall forward a copy of this resolution to the Director of Finance and to the Department of Public Works, and that the Director of Finance be and is herby authorized to make the necessary transfers in accordance with the terms of this resolution.
