Your Committee on Finance, to which was referred Bill No. 264, reports as follows:
Bill No. 264, transmitted jointly with Bill No. 265 by Council Member Julie Jacobson, via
Communication No. 789, dated May 19, 2000, amends Chapter 2, Article 15, of the Hawaii
County Code, by adding a new section relating to conflict of interest.
This measure proposes to limit Council Members from voting on any discretionary matter
granting a direct financial benefit to the applicant, such as and not limited to, a business
transaction, rezoning, land use change, permit or license if that Council Member received an
aggregate of $100 in campaign contributions in the election period prior to his/her election from
the applicant or any other person who or entity which would receive a direct financial benefit
from the discretionary approval sought.
Originally heard on July 25, 2000, this measure was deferred for further discussion.
A motion to approve was made and seconded, followed by a vote by the eight members in
attendance. The final vote, as reflected below, prompted the Committee Chair to forward this
measure to full Council with a negative recommendation.
For informational purposes, Mr. Tyler voted kanalua then a no vote.
Your Committee on Finance forwards Bill No. 264 to Council with a negative recommendation.
