CALL TO ORDER - 3:22 p.m. STATEMENTS FROM THE PUBLIC ON ITEMS ON THE AGENDA REFERRALS Note: The legislative history of Bills 268, 269 and 270 follows:  Originally heard by the 2008-2008 term Committee on Public Works and Intergovernmental Relations (PWIRC) on August 3, 2010, and postponed to the call of the Chair;  On August 16, 2010, the bills were waived from PWIRC to the full Council;  On September 9, 2010, the Council amended the three bill to Draft 2 and then postponed action on all three bills and related communications;  At its March 16, 2011 meeting, the Council heard the bills again and “recommitted” all three bills and related communications back to the Committee on Public Works and Parks and Recreation. The State Building Code Council has reviewed and proposed the adoption of the 2008 National Electrical Code (NEC) with amendments, with the exception of the administrative portion of the code which varies by each County. There are substantial changes to most sections. Postponed to June 14, 2011: Ayes: Committee Members Ford, Ikeda, Pilago, Smart, Yagong, Yoshimoto and Chair Blas. Noes: None. Absent: Committee Members Hoffmann and Onishi. Comm. 126: From Council Chairperson Dominic Yagong, dated March 3, 2011, stating that he is Close file placing Bill 268, Draft 2, on the agenda to consider Public Works Director Warren Lee’s request to recommit this bill to the Council’s Public Works and Parks and Recreation Committee. Bill 269 AMENDS CHAPTER 17 OF THE HAWAI‘I COUNTY CODE 1983 (2005 EDITION, AS (Draft 2): AMENDED), RELATING TO PLUMBING; and (Comm. 875.6) From Councilmember Guy Enriques, dated September 21, 2010, transmitting Draft 2 of (2008-2010) Bill 269. The State Building Code Council has reviewed and proposed the adoption of the 2006 Uniform Plumbing Code (UPC) with amendments, with the exception of the administrative portion of the code which varies by each County. There are substantial changes to most sections. Postponed to June 14, 2011: Ayes: Committee Members Ford, Ikeda, Pilago, Smart, Yagong, Yoshimoto and Chair Blas. Noes: None.
