Contract Services The $17,500 represents the annual license fee required to maintain our e- recruitment software system that will be utilized by all 21 departments in the County. We cannot utilize the e- recruitment system without the annual license. The annual license fee is for continued use, technical support, and off -site data storage for the fully integrated electronic recruitment, examination, and certification system that is designed specifically for public sector agencies. It is a web -based system which provides an online application process 24 hours, 7 days a week, career profiles for individuals, a job list service, referral of applicants to departments, and more. The system is capable of multiple applications which departments will use for open and internal recruitments, non -civil service appointments, and island -wide workforce related programs such as summer fun, student internships, and volunteerism, which will be marketed on the County's jobs website. From 1997 to present, our department has utilized an applicant tracking software system known as Sigma. This system is a stand -alone system which tracks applicant data and is designed for use by our department only. Applications Hawaii County is an Equal Opportunity Provider and Employer. Comm. The e- recruitment system brings us into the 21st century where other public sector employers nationwide, including five public sector employers in the State, use web -based electronic recruitment systems. Use of the system eliminates paper usage and postage, and reduces expenses for advertising. The e- recruitment system will allow the County of Hawaii to maintain its employer competitiveness in the labor market and promote workforce development such as student internships and volunteerism in a stagnant economy. The proposed reduction of $17,500 should not be approved. 340 Human Resources OCE, Employee Awards The proposed reduction by the Council has the impact of suspending the Employee of the Year and the County wide Retirement Awards Programs for FY201 1 -2012. These are two very important annual County wide recognition and award programs that recognize the exceptional performance, accomplishments, and dedicated service of County employees. Without the necessary funding, there will be insufficient funds to administer the programs. The Employee of the Year Program sustains pride in work performance and fosters excellence in public service by recognizing employees, supervisors and managers. For FY201 1 -2012, the budget was already reduced by $3,700 to cut costs. The County wide Retirement Awards Program acknowledges employees retiring from the County of Hawai`i for their dedicated service. In the past, retirement awards were budgeted by each department. For FY2011 -2012, funds were consolidated and included in our department's budget. The proposed reductions of $5,500 and $9,500 respectfully should not be approved.
