Re: Acceptance of Donation
In accordance with (1) Article XIII, Section 13 -12, of the Hawaii County Charter, which
provides that the Council, on behalf of the County, may accept gifts of donations of money,
securities or other personal property or of real estate or any interest in real estate, and with
(2) Chapter 2, Article 30, Section 2 -162 (b), of the Hawaii County Code, which states that a
gift or donation of money, securities, or personal property not covered by the capitalization
procedures (of the Department of Finance) shall be submitted to the Council by letter for its
approval, we request the Council's approval of the following donation:
An artistic mural (estimated total value of materials and supplies of $150) to be painted on
a rainwater catchment tank at the Department of Environmental Management's Pahoa
Transfer Station.
The Department of Environmental Management would like to ensure that the mural is complete by
the scheduled blessing of the Pahoa Transfer Station on June 16, 2011, and therefore requests
that this donation letter be waived from the Finance Committee review and be placed on the
Council's June 1, 2011 agenda. Additionally, we ask that a letter of appreciation be sent to the
donor, Ms. Charlene Lofgreen, P.O. Box 2073, Pahoa, Hawaii 96778.

A. REQUEST:
To accept and acknowledge a donation of an artistic mural to be painted by Ms. Charlene
Lofgreen at the Department of Environmental Management's Pahoa Transfer Station.

B. BACKGROUND AND JUSTIFICATION
The Department of Environmental Management has received an offer from Ms. Lofgreen to
paint a mural on the side of a rainwater catchment tank at the newly renovated Pahoa Transfer
Station that will be visible from nearly every vantage point within the transfer station. The mural
will include Hawaiian Spinner Dolphins in the shape of the recycling symbol that includes a
depiction of the Big Island, turtles, a whale, the volcano, a Black Sand beach, and native animals
and plants to emphasize the commitment to preserve and protect our ocean and land.
The donation has an estimated value of $150 in materials and supplies and will be an
appropriately interesting and attractive addition to the transfer station. We respectfully request
a waiver of Committee approval to allow the artist to complete the mural before the
scheduled blessing of the transfer station on June 16, 2011.

RE: Communication No. 210 : To accept and acknowledge a donation of an
artistic mural (estimated total value of materials and supplies of $ 150) to be
painted on a rainwater catchment tank at the Department of Environmental
Management's Pahoa Transfer Station.
Pursuant to Section 2(g) of Rule 4 of the Rules of Procedure of the Council of the County of
Hawai`i, this written request is submitted with my approval that the above - referenced matter be
waived from the Committee on Finance to the full Council for immediate action. In reviewing
this matter, timely approval is crucial. It is therefore advantageous that approval is granted and
the matter be placed onto the next Council agenda for review. However, in the event this request
is denied, for whatever reason, I understand the matter shall be referred to the Committee on
Finance for placement on its future agenda.
