Re: Resolution for Multi -year Organic Waste Contract
Enclosed is a resolution authorizing the payment of funds of a later fiscal year and of a multi -
fiscal year contract for island -wide collection and transportation of recyclable materials from
County recycle and transfer stations.
The current contract for these services expires on June 30, 2011. The Department of
Environmental Management (DEM) is preparing an Invitation for Bid (IFB) for the collection
and transportation of recyclable material from County recycle and transfer stations island -wide,
which will allow the current 2 -Bin Recycling Program to continue. Since the majority of single -
family residences dispose of their waste at recycle and transfer stations, it is essential to
maximize recovery of resources by providing convenient, easy to use, and well- maintained
recycling drop -off centers at all recycle and transfer stations. The Department of
Environmental Management indicates that the recommended contract is for an initial three -
year term, with two twelve month options for extension.

A. REQUEST:
Resolution authorizing the payment of funds of a later fiscal year and of a multi - fiscal year contract for island -
wide collection and hauling of recyclables from county recycle and transfer stations. These services support
the 2 -Bin Recycling Program; providing 1 recycle bin for mixed materials like paper, plastic, metals and a 2nd
recycle bin for glass only.
B. BACKGROUND AND JUSTIFICATION (USE ADDITIONAL SHEETS AS NEEDED):
The current contract for these services expires 6/30/2011, pending execution of a supplemental contract
extending it through December 31, 2011 or until a new contract is awarded. The Department of
Environmental Management is preparing an Invitation for Bid (IFB) for collection and hauling of recyclables
from county recycle and transfer stations, island wide, which will provide for continuation of the current 2 -Bin
Recycling Program. Since the majority of single family residences dispose of their waste at recycle and
transfer stations, it is essentail to maximize recovery of resources by providing convenient, easy to use and
well- maintained recycling drop -off centers at all the recycle and transfer stations. The contract is
recommended for an initial three (3) year term, with two (2) twelve (12) month options for extension. It is
anticipated that interested bidders will have substantial start-up costs, primarily with equipment purchases.
These costs are estimated at $1,000,000.00.
