Comm. 211: RESOLUTION AUTHORIZING THE ACQUISITION OF PRIVATE PROPERTY BY
(Res. 79 -11) EMINENT DOMAIN, TAX MAP KEY: (3) 9 -2- 150 -060, SIUTATED AT KAHUKU,
DISTRICT OF KA`U, COUNTY AND STATE OF HAWAII, FOR THE OCEAN
VIEW RECYCLING AND TRANSFER STATION, ALSO KNOWN AS OCEAN VIEW
RECYCLING POINT AND CONVENIENCE CENTER PROJECT
From Deputy Corporation Counsel Ivan M. Torigoe, dated May 12, 2011. It is necessary
for the County of Hawaii to invoke its condemnation powers in order to complete the
improvements necessary to provide sanitary solid waste collection and recycling
opportunities for the District of Ka`u.
Comm. 212: RESOLUTION AUTHORIZING THE PAYMENT OF FUNDS OF A LATER FISCAL
(Res. 80 -11) YEAR AND OF MORE THAN ONE FISCAL YEAR FOR A MULTI -YEAR
CONTRACT FOR SERVICES OF COLLECTION AND HAULING OF
RECYCLABLES AT ISLAND -WIDE SOLID WASTE RECYCLE AND TRANSFER
STATIONS
From Finance Director Nancy Crawford, dated May 17, 2011. The current contract for
these services expires on June 30, 2011. An Invitation for Bid (IFB) for the collection and
transportation of recyclable material from County recycle and transfer stations island -
wide, will allow the current 2 -Bin Recycling Program to continue.
Comm. 213: AN ORDINANCE AUTHORIZING THE MAYOR OF THE COUNTY OF HAWAII
(Bill 53) TO ENTER INTO AN INTERGOVERNMENTAL AGREEMENT FOR A STATE
WATER POLLUTION CONTROL REVOLVING FUND LOAN FOR WASTEWATER
PUBLIC IMPROVEMENT PROJECTS; AND AUTHORIZING THE ISSUANCE OF
$2,300,000 GENERAL OBLIGATION BONDS OF THE COUNTY OF HAWAII FOR
THE PURPOSE OF FINANCING QUALIFIED WASTEWATER PUBLIC
IMPROVEMENTS OF THE COUNTY OF HAWAII
From Finance Director Nancy Crawford, dated May 17, 2011. The Pua Sewage Pump
Station's pump replacement project, which is scheduled to start in the first quarter of
fiscal year 2011 -12 and included in the proposed fiscal year 2011 -12 Capital
Improvement Program Budget, will reduce energy consumption and resources spent in
providing emergency repairs and maintenance during downtime.
Comm. 214: DONATION OF ONE (1) BIRD CAGE AND THREE (3) BIRD - REFERENCE BOOKS,
WITH A TOTAL ESTIMATED VALUE OF $100, TO BE USED TO HELP CARE FOR
BIRDS AND PROVIDE ADDITIONAL EDUCATIONAL MATERIAL FOR STAFF
AT THE PANA`EWA RAINFOREST ZOO AND GARDENS

Comm. 215: AN ORDINANCE AMENDING CHAPTER 12, ARTICLE 3, OF THE HAWAII
(Bill 54) COUNTY CODE 1983 (2005 EDITION, AS AMENDED), RELATING TO
IMPROVEMENTS BY ASSESSMENTS
From Finance Director Nancy Crawford, dated May 16, 2011. The purpose of this bill is
to improve efficiency and reduce costs by allowing additional options in tax assessment
frequency contained in Section 12 -34, and by amending the default criteria contained in
Section 12 -40, which would allow for consolidation of delinquencies for foreclosure
proceedings when it is in the best interest of the County.
Comm. 216: AN ORDINANCE AMENDING CHAPTER 12, ARTICLE 1, 2, AND 5 OF THE
(Bill 55) HAWAII COUNTY CODE 1983 (2005 EDITION, AS AMENDED), RELATING TO
IMPROVEMENTS BY ASSESSMENTS
From Finance Director Nancy Crawford, dated May 17, 2011. This bill amends several
sections of Chapter 12 in order to align and coordinate responsibilities and involvement of
various County departments with respect to improvement districts, and includes
clarification and revision to certain provisions accordingly.
