SUBJECT: Transmittal of Appropriation Ordinance for the 2011
Workforce Investment Act (WIA) Program for approval by
the County Council on June 1, 2011.
Attached please find the Appropriation Ordinance for the 2011
Workforce Investment Act (WIA) Program from the Office of
Housing and Community Development.
We would like to request that the ordinance be waived from the
Housing Agency to the full Council.
Accordingly, I am requesting that the Ordinance be included on
the Council agenda for action at its June 1, 2011 meeting.

Approval of an Appropriation Ordinance for the
2011 Workforce Investment Act (WIA) Program
The State Department of Labor and Industrial Relations
(DLIR) notified the Office of Housing and Community
Development (OHCD) on May 5, 2011, that the County
would receive an estimated amount of $1,451,851.00 for
its Program Year (PY) 2011 WIA Title I funding
allocation. The estimated funding allocations for the
WIA Programs are:
Administrative Pool Funds: $ 145,183.00
Adult Program Activity Funds: 460,141.00
Dislocated Worker Prgm. Activity Funds: 408,634.00
Youth Program Activity Funds: 437,896.00
Total Funds: $ 1,451,854.00
The WIA Title I Program requires that the Hawa i i
County Workforce Investment Board (HCWIB) approve the
County's WIA 2011 -12 Annual Plan. The OHCD
anticipates DLIR approval of the WIA 2011 -12 Annual
Plan before June 30, 2011.
In anticipation of the DLIR's approval and in order to
administer the WIA programs beginning July 1, 2011,
the OHCD will need an appropriation ordinance to
expend the PY 2011 -12 funds.
No County General Funds are involved. The ordinance
sets up the proper accounts to receive and expend the
WIA funds.
