Your Committee on Finance, to which was referred Resolution No. 309-00, reports as follows:
Resolution No. 309-00, transmitted by Director of Finance Dixie Keatsu, via Communication
No. 884, dated August 9, 2000, authorizes the County of Hawaii to enter into an agreement with
the State of Hawaii for a victim witness assistance program grant.
The State Department of the Attorney General, through funds derived from grants provided by
the Hawaii State Legislature, has authorized funding for expenses to assist victims and witnesses
in thejudicial process.
Pursuant to Section 46-7, Hawaii Revised Statutes, county departments must obtain the consent
of the council to enter into agreements with the federal or state governments respecting action to
be taken pursuant to any of the powers granted by law to furnish, expend and receive any funds
or other assistance in connection with projects being or to be undertaken pursuant to those
powers.
Your Committee on Finance is in accord with the purpose and intent of Resolution No. 309-00
and recommends its adoption.
