EXECUTIVE ORDER NO. (SO
OFFICE HOURS
FOR THE TRANSACTION OF PUBLIC BUSINESS
WHEREAS, Hawaii Revised Statutes ( "HRS ") § 78 -1.6 provides that the offices of the
state and counties shall be open for the transaction of public business as determined by the chief
executive, and offices need not be open on the state holidays designated under HRS § 8 -1 and
observed under § 8 -2;
WHEREAS, HRS § 76 -11 defines "chief executive" as, among others, the respective
mayors;
NOW, THEREFORE, I, HARRY KIM, Mayor of the County of Hawaii, pursuant to the
provisions set forth in HRS Chapter 78, do hereby order the following:
SECTION 1. All county departments and agencies shall be open for the transaction of
public business ( "Office Hours ") between the hours of 7:45 a.m. and 4:30 p.m., Monday through
Friday, excluding holidays, unless an exception is granted pursuant to Section 2.
SECTION 2. Any county department or agency desiring Office Hours other than the
hours specified in Section 1 shall first submit a request and obtain written approval from the
Mayor. Each request for hours other than Office Hours shall be submitted in writing, shall
demonstrate the need to have hours other than Office Hours, and may include documentation in
support of the request.
SECTION 3. All county departments and agencies shall take the appropriate actions to
adhere to the provisions set forth in this Order.
SECTION 4. This Order shall take effect thirty (30) days after the date of this Order.

Subject: Request for Office Hours other than those in Executive Order 150
In response to the Executive Order No. 150, that orders all county offices be open for the
transaction of public business between the hours of 7:45 a.m. and 4:30 p.m. Monday through
Friday, an exception is being requested by the Vehicle Registration and Drivers Licensing
Division.
This issue was previously discussed at a meeting with you in October 2007, where suggested
changes were brought forward and agreed upon to be consistent with other Vehicle Registration
and Driver Licensing offices across the state. Since February 1, 2008 we have been operating
outside of the normal business hours of 7:45 a.m. and 4:30 p.m.
Since the change in hours was started, the needs for the change are being met and the employees
are able to be fully ready to meet the needs of the customers when the doors open. No
complaints have been received from the public.
In light of the need to open for public transactions -- fifteen minutes after the staff arrives at work
and complete the transactions, fifteen minutes prior to the end of the work day - -it is requested
that the hours for transaction of public business remain at 8:00 a.m. through 4:00 p.m. for
Vehicle Registration and Drivers Licensing Division of the Department of Finance.

We would like to request a variance from the 7:45 -4:30 work hour at the following wastewater baseyards
since we have little contact with the general public:
1. Hilo Wastewater Treatment Plant
a. 7:00 to 3:30
2. Kealakehe Wastewater Treatment Plant
a. 6:30 to 3:00
Our wastewater operators have been working these hours for decades and UPW does not object to these
hours. There is little public contact with the operators except for allowing haulers to enter and unload
their trucks. According to Department of Health regulations (HAR Chapter 11 -62 -08 (d), all of our
wastewater facilities must be secured and only authorized persons such as contractors, suppliers, vendors
and consultants are allowed to enter our facilities. Measures must be in place to "...control public
accessibility..."

OF PUBLIC BUSINESS
Pursuant to Executive Order No. 150, Office Hours for the Transaction of Public Business, our
department is requesting approval to continue with the modified hours of operation for our
Records and Identification Section. At present, the hours of operation for transaction of public
business for our Records and Identification Section is from 7:45 a.m. to 3:30 p.m.; which has
been in place for several years.
The Records and Identification Section of our department is responsible for reviewing, releasing,
and filing of all police reports; processing of applications for firearms registration and permits;
storing property and evidence; bail/bond accounting; preparing warrants and complaints; acting
as the liaison between the Courts, Prosecutors and Police personnel; providing identification
services including fingerprinting and photo identifications; developing criminal history records;
and maintaining a follow -up system to assure completion of cases.
The following are the reasons for the modified hours:
1. Closing at 3:30 p.m. allows staff to perform the work that they are unable to do while
answering phones and assisting customers over the phone and at the counter.
2. Between 2000 and 2007, the demands placed upon the Records Section has increased
substantially:
Producing reports for the public (27% increase) from 6,515 to 8,287
Producing reports for other agencies (222% increase) from 1,052 to 3, 391
3. Each additional report request taken from the public involves additional time spent either
on the telephone or at the counter resulting in less time available to 'spend actually
producing reports.

4. Due to Office of Information Practices requirements:
a. More time is needed to review each requested report to determine which reports can
be released and which documents within each such report can be released.
b. More time is needed to review each releasable document to determine what
information must be redacted or name and other identifiers must be removed.
c. More redaction is required, and consequently, more time is required to perform such
redaction.
5. Since District Court has removed their Public Access terminal from their public area, we
have had tremendous increase in number of persons coming to use the terminal to obtain
Criminal Abstracts. Much of the staff's time is required to assist customers in the use of
the terminal, to collect payment and write receipts, to retrieve the printed Abstracts, and
to apply the seal to the Abstracts.
6. Due to tremendous increase in Firearms workload, staff has been assisting Firearms
customers and assisting with Firearms related tasks. (A 57% increase in permits and
registrations from 2001 to 2007 and a 76% increase in firearms checks for courts and
Temporary Restraining Orders (TRO's) from 2002 to 2007).
7. A request for an additional firearms clerk has been denied due to budget issues. The
current firearm's clerk is very overwhelmed, and is assisted throughout the workday by
other non- firearms police records clerks. This causes them to fall behind on their own
work. Currently, the Honolulu Police Department firearms section has seven (7) officers,
three (3) clerks and one (1) clerk typist which are all full time employees conducting
strictly firearms related duties. The Hawaii Police Department has one (1) firearms clerk.
The following are the statistics for 2007 relating to firearms applications processed,
applications /permits approved/issued and firearms registered respectively. HPD
Honolulu 5,120 to HPD Hawaii County 1,794 or 35 %. HPD Honolulu 4,859 to HPD
Hawaii County 1,724 or 35% and HPD Honolulu 13,641 to HPD Hawaii County 4,377 or
32 %. Basically, these statistics kept by the Attorney General's Office concerning
firearms indicate that we have about 1/3 of the work that HPD Honolulu has with about
1/11 amount of employees.
8. Due to the increase of security measures throughout the nation since "911", more people
are using the public access terminal for criminal abstracts as well as requesting to be
fingerprinted. More agencies are requiring potential employees to be fingerprinted and
screened more thoroughly, thus giving the staff less time to do their duties.

9. Because the older reports are not on shelves but rather in boxes secured in many different
locations on the grounds of the Hawaii Police Department, additional time is taken to
retrieve these reports when they are requested by government agencies, law enforcement
agencies and the public, which then takes additional time away from the staff's daily
duties and time within the office itself.
10. To exacerbate a high volume of overtime existing in this section, the firearms clerk works
8 -10 hours on Saturdays, and occasionally reports in on Sundays too just to keep up with
her current work load. The closing of 4:30 to the public would increase the overtime
hours for the staff in order to keep up with the daily work.
11. We are still adapting to the Records Management System (RMS), updating, changing,
etc., and office equipment shortages such as scanners, additional computers and a digital
camera which all need to be shared amongst the staff. Closing an hour earlier enables the
staff to get to their work earlier without the interruptions of phone calls and customer
inquiries and assistance for various reasons.
12. There is a lot of work that must be done relating to firearms permitting and registrations,
in addition to the time spent with customers. These tasks cannot be performed while
assisting customers (please see list). Consequently, it is necessary to limit the hours
during the day that the firearms section is open to customers (9:00 a.m. to 3:00 p.m.).
Tasks that must be performed include: Background checks (e.g., computer checks, card
file checks, calls to outside law enforcement jurisdictions, calls to physicians), scanning
in registrations applications, recording firearms transfers, filing applications and
registrations, performs TRO checks, performs checks for courts, enter data into RMS
from court documents relating to persons prohibited from possessing firearms, printing
firearms registrations for dealers, performing gun checks for officers, performing case
reviews for the return of firearms to qualified individuals from our evidence, writing
denial letters, writing letters to adult mental health requesting clearances, keeping and
generating statistics to send to the Attorney General's office on a monthly basis.
