Your Committee on Human Services, Social Services, and Public Safety, to which was referred
Resolution 78 -11, reports as follows:
Resolution 78 -11, transmitted by Council Member Brenda Ford, via Communication No. 209,
dated May 18, 2011, directing the Chief of Police of the Hawai`i County Police Department to
equip every Officer with a portable radio and individual charger and establish a "take home"
policy and appropriate rules and regulations for the issuance, maintenance, supply and repair of
such equipment.
Zachary Fernando appeared and read testimony from John Stewart, SHOPO- Hawai`i Chapter
Chairman, is in full support. The resolution offers a solution to the shortage of portable radios,
which has been a safety issue long overlooked.
Ms. Brenda Ford stated that the shortage of portable radios is a public safety issue, and believes
the reason upper management of the Police Dept. has not supplied the radios is because of
financial reasons.
Council Chair Dominic Yagong recommended that the council prioritize funding for the radios
in the upcoming budget.
Your Committee is in accord with the purpose and intent of Resolution 78 -11 and recommends
its adoption.
