No. 216/Bill 55 PLACE: Council Chambers Hilo, Hawaii TIME: 1:33 p.m. Council Chair and Members Hawaii County Council Hilo, Hawaii 96720 Your Committee on Finance, to which was referred Bill 55, reports as follows: Bill 55, transmitted by Finance Director Nancy Crawford via Communication 216 dated May 17, 2011, a bill for an ordinance amending Chapter 12, Article 1, 2, and 5 of the Hawaii County Code 1983 (2005 Edition, as amended), Relating to Improvements by Assessments. The establishments of improvement districts and making of special improvements requires the involvement of various county departments, including the department of public works, department of water supply, department of environmental management and department of finance. The purpose of this ordinance is to amend the chapter to align and coordinate the respective responsibilities and involvement of these various county departments with respect to improvement districts and to clarify and revise certain provisions relating to such responsibilities. Changes include adding the department of environmental management and shifting certain responsibilities to the department of finance. Director of Finance Nancy Crawford, Department of Finance Treasury Division Treasurer Mike Okumoto and Corporation Counsel Craig Masuda appeared before Your Committee. Ms. Crawford stated the changes and purpose is indicated in the transmittal letter. Additionally the administration is contemplating a sewer improvement district, which prior to this was never addressed. They are motivated to present these amendments in Chapter 12. The Bond Council and Corporation Counsel Craig Matsuda worked on the language in this proposed bill. Some members of Your Committee commented on matters related to sewer improvement districts and sewer connection fees. Ms. Crawford clarified that in an Improvement District (such as Sewer), they pay for facilities given over to the County; and do not allow or pay portion of private hook up to laterals. Mr. Okumoto clarified the difference of member's assessment in Improvement Districts at a set amount, and Community Facilities Districts (CFD) amount varying per Mr. Yagong's inquiry.
