Your Committee on Finance, to which was referred Resolution No. 310-OQ reports as follows:
Resolution No. 310-00, transmitted jointly with Bill No. 303 by Director of Finance Dixie
Kaetsu, via Communication No. 885, dated August 9, 2000, authorizes the County of Hawaii to
enter into an agreement with the United State of America for a juvenile accountability incentive
block grant.
The United State Department of Justice, through funds derived from grants provided by the
federal government, has authorized funding for expenses to provide support and purchase
training services from community based organizations that will be part of accountability based
sanctions for victim restitution.
Pursuant to Section 46-7, Hawaii Revised Statutes, county departments must obtain the consent
of the council to enter into agreements with the federal or state governments respecting action to
be taken pursuant to any of the powers granted by law to furnish, expend and receive any funds
or other assistance in connection with projects being or to be undertaken pursuant to those
powers.
An amendment was made to Resolution No. 310-00 due to a grammatical error, which deletes
the word "from" and replaces it with "for" in the first Whereas clause on fourth line down.
Your Committee on Finance is in accord with the purpose and intent of Resolution No.310-00,
as amended to Draft 2, and recommends its adoption.
