RESOLUTION NO. 63 11 RESOLUTION AUTHORIZING THE MAYOR OF THE COUNTY OF HAWAII TO EXECUTE AND SUBMIT THE 2011 ACTION PLAN AND ALL OTHER RELATED DOCUMENTS TO THE UNITED STATES DEPARTMENT OF HOUSING AND URBAN DEVELOPMENT FOR THE 2011 COMMUNITY DEVELOPMENT BLOCK GRANT AND TO THE STATE'S HAWAII HOUSING FINANCE AND DEVELOPMENT CORPORATION FOR THE HOME INVESTMENT PARTNERSHIPS PROGRAMS. WHEREAS, the County of Hawaii is a direct recipient of federal Community Development Block Grant (CDBG) Small Cities Program funds from the United States Department of Housing and Urban Development (HUD); and WHEREAS, the County of Hawaii anticipates a 2011 CDBG allocation of $2,983,865 and received an additional $141,285.37 of program income from the Residential Emergency Repair Program. In addition the County anticipates receiving $75,000 of additional program income from the Residential Emergency Repair Program for a total of $3,200,150.37 of CDBG monies; and WHEREAS, the County is a State recipient of the HOME Investment Partnerships (HOME) Program, and has included for information purposes its proposed 2011 HOME program projects which includes $996,793 of 2011 HOME program funds; and WHEREAS, it is required by HUD that before the County of Hawai i receives its 2011 CDBG allocation, the County shall submit its yearly Action Plan as required by the Consolidated Plan; and WHEREAS, the Action Plan is a yearly plan that includes the actual projects and activities that will be carried out with the County's 2011 CDBG and HOME funds; and WHEREAS, the CDBG and HOME projects and activities must meet the priorities and objectives as described in the Consolidated Plan; and WHEREAS, it is required by HUD that the County of Hawaii submit certifications assuring conformance to related rules, regulations and laws of the CDBG and HOME Programs; and WHEREAS, a timely submission of the Action Plan for CDBG and HOME funds, in accordance with appropriate federal regulations, is necessary. 2041 hnmf
