CALL TO ORDER - 2:17 p.m. STATEMENTS FROM THE PUBLIC ON ITEMS ON THE AGENDA REFERRALS Comm. 228: AN ORDINANCE AMENDING CHAPTER 24, ARTICLE 10, DIVISION 2 OF THE (Bill 60) HAWAI‘I COUNTY CODE 1983 (2005 EDITION, AS AMENDED), RELATING TO MOVING VEHICLES From Public Works Director Warren Lee, dated May 27, 2011, transmitting a bill amending Chapter 24, Traffic Code, by adding Kalopa Road, Westbound approaches to Bridges 44-9 and 44-10 to Article 10, Division 2 (Moving Vehicles), Section 24-265, Schedule 13 (Yield locations), paragraph (a), Hamakua (assigns right-of way to these one-lane bridges). Recommends passage of Bill 60 on first reading: Ayes: Committee Members Ford, Hoffmann, Pilago, Smart, Yagong, Yoshimoto and Chair Blas. Noes: None. Absent: Committee Members Ikeda and Onishi. The State Building Code Council has reviewed and proposed the adoption of the 2008 National Electrical Code (NEC) with amendments, with the exception of the administrative portion of the code which varies by each County. There are substantial changes to most sections. Postponed: May 16, 2011 Recommends passage of Bill 268, Draft 2, on first reading: Ayes: Committee Members Ford, Hoffmann, Onishi, Pilago, Smart, Yagong, and Chair Blas. Noes: None. Absent: Committee Members Ikeda and Yoshimoto. Bill 269 AMENDS CHAPTER 17 OF THE HAWAI‘I COUNTY CODE 1983 (2005 EDITION, AS (Draft 2): AMENDED), RELATING TO PLUMBING (Comm. 875.6) From Council Member Guy Enriques, dated September 21, 2010, transmitting Draft 2 of (2008-2010) Bill 269. The State Building Code Council has reviewed and proposed the adoption of the 2006 Uniform Plumbing Code (UPC) with amendments, with the exception of the administrative portion of the code which varies by each County. There are substantial changes to most sections. Postponed: May 16, 2011 Recommends passage of Bill 269, Draft 2, on first reading: Ayes: Committee Members Ford, Hoffmann, Onishi, Pilago, Smart, Yagong, and Chair Blas. Noes: None. PWPRC-9 Page 3 June 14, 2011 Bill 270 REPEALS CHAPTER 5 OF THE HAWAI‘I COUNTY CODE 1983 (2005 EDITION, AS (Draft 2): AMENDED), TO BE REPLACED BY A NEW CHAPTER 5, RELATING TO (Comm. 876.7) BUILDING (2008-2010) From Council Member Guy Enriques, dated September 21, 2010, transmitting Draft 2 of Bill 270. The State Building Code Council has reviewed and proposed the adoption of the 2006 International Building Code (IBC) with amendments. Repeals Chapter 5 of the Hawai‘i County Code (Building) and replaces it with a new Chapter 5. Postponed: May 16, 2011 Recommends passage of Bill 270, Draft 2, on first reading: Ayes: Committee Members Ford, Hoffmann, Onishi, Pilago, Smart, Yagong, Yoshimoto and Chair Blas. Noes: None. Absent: Committee Member Ikeda. (Mr. Yoshimoto voted “kanalua” twice.)
