Your Committee on Finance, to which was referred Bill 61, reports as follows:
Bill 61, transmitted by Council member Donald Ikeda is a bill for an ordinance amending
Chapter 2, Article 42, Hawai`i County Code 1983 (2005 Edition, as amended), Relating to the
Public Access, Open Space, and Natural Resources Preservation Fund.
Council member Donald Ikeda stated the purpose of this is to amend the County Code to reflect
a recent operating budget amendment approved by the Council.
Some members of Your Committee commented on whether it is needed at this time to change the
county code with recent operating budget amendment relating to the public access, open space,
and natural resources preservation fund. Further, it was stated this amendment would keep the
county code and charter consistent to prevent future litigation. Some members against the bill
stated this was a voter - initiated code that should not be changed, and consider changing code to
match charter language preventing future ambiguities.
For informational purposes, Mr. Fred Blas voted "kanalua" then "no ".
Your Committee on Finance is not in accord with the purpose and intent of Bill 61, and
recommends that it not be approved.
