Your Committee on Public Works and Parks and Recreation, to which was referred Bill 269,
Draft 2, reports as follows:
Bill 269, Draft 2, transmitted by Councilmember Guy Enriques, via Communication No. 875.6,
dated September 21, 2010, proposes the adoption of the 2006, Uniform Plumbing Code (UPC)
with amendments, with the exception of the administrative portion of the code which varies by
each County. There are substantial changes to most sections.
The legislative history of Bill 269 Draft 2, is as follows:
• Originally heard by the 2008 -2010 term Committee on Public Works and
Intergovernmental Relations ( PWIRC) on August 3, 2010, and postponed to the call of
the Chair;
• On August 16, 2010, Bill 269, was waived from PWIRC to the full Council;
• On September 9, 2010, the Council amended Bill 269 to Draft 2 and then postponed
action on the Bill and related communications;
• At its March 16, 2011 meeting, the Council heard Bill 269, Draft 2 and "recommitted"
the Bill and related communications back to the Committee on Public Works and Parks
and Recreation ( PWPRC);
• On May 16, 2011, Bill 269 Draft 2, was postponed in the Public Works and Parks and
Recreation Committee ( PWPRC) until June 14, 2011.
Department of Public Works Director Warren H.W. Lee, delivered a PowerPoint presentation
informing Your Committee and the public about the changes in the Bill and the rational for
adopting the 2006 Uniform Plumbing Code at this time. The PowerPoint presentation is
numbered Communication 126.3, and is available to the public in the County's Laserfiche
system.

For informational purposes, four testifiers spoke in support of Bill 269, Draft 2.
There was no committee discussion on this Bill.
Your Committee on Public Works and Parks and Recreation is in accord with the purpose and
intent of Bill 269, Draft 2, and recommends its passage on first reading.
